I think it's because he's smiling at his eyes, but it hasn't reached his lips yet. There's something very appealing about catching him like that, it's like being let in on a really great secret.

Well Ianto is always love, bless him. Also it's from one of the few times we get to see Ianto being utterly and unashamedly filthy (well by his standards) and generally behave like a bloke as opposed to a well behaved and occasionally coy teaboy :)
